First Reading on a proposed Contract Rezoning Agreement requested by the new owner of the former Crosby School.
Public Hearing on the proposed Contract Rezoning Agreement with the new owner of the former Crosby School. The City of Belfast City Council, at its meeting of Tuesday, May 16, 2017, beginning at 7:00 pm or as soon as practical thereafter, in the Council Chambers of Belfast City Hall which is located at 131 Church Street, shall conduct a public hearing on the First Reading of a Contract Rezoning Agreement recommended by the Belfast Planning Board regarding a proposal to redevelop the former Crosby School by Kiril Lozanov, property owner. The property is located at 96 Church Street, Map 11, Lot 167, and it is in the Residential 1 zoning district. Council review of the proposed Agreement shall occur pursuant to requirements of the City Code of Ordinances, Chapter 102, Zoning, Article X, Contract Rezoning, Division 3, Residential 1 & Residential 2 zoning districts. The role of the Council is to adopt, amend or reject the recommendation of the Planning Board and to act on final terms of a Contract Rezoning Agreement. Kiril Lozanov, applicant, is seeking City approval of Phase 1 of his plan to redevelop the property. The Planning Board is recommending that the following uses proposed by Mr. Lozanov be approved: 14 units multi-family rental housing on the third floor, hostel short-term lodging (20 beds) on part of the second floor, a private office on the second floor, and use of the auditorium and other space on the first and second floors as performance/event space, maximum occupancy of 400 persons. The current proposal involves no changes to the exterior of the building and very limited changes to the site. Persons who may be affected by this proposal are encouraged to attend the May 16 public hearing on the First Reading and to offer comment.
